Release of the First “Rule of Law of BDS Report”

The China Satellite Navigation Office released the “Rule of Law of BDS Report” at the 12th China Satellite Navigation Conference on May 27. Huang Jin, vice president of the China Law Society, attended the releasing ceremony and delivered a speech.

The report is the first of its type dedicated to the rule of law in the field of satellite navigation. 2021 is not only the first year for the implementation of the 14th Five-Year Plan, but also a crucial year for BDS to embark on a new journey of internationalization as an individual industry. The report reflects the progress and achievements that have been registered in the rule of law of BDS in a comprehensive manner, and systematically summarizes the problems and experience concerning the rule of law of BDS. It is of important theoretic and realistic significance for strengthening people’s belief in the rule of law, rallying the power for the construction of the rule of law, promoting the undertaking of the rule of law of BDS at a new starting point, and opening up a new situation for the advancement of the rule of law of BDS. In addition, it also demonstrates to the international community China’s confidence and determination to further put forward the rule of law of BDS to better serve the world and bring benefits to mankind. The report consists of three parts: the progress and achievements, future development and enlightenment, and prospects in the rule of law of BDS.

According to the report, BDS is a pillar industry of great significance, to the rule of law of which the CPC and the government have attached great importance. The rule of law of BDS is based on the overall development of BDS. In line with the requirements of reasonable regulations and sound governance, it must be carried out to under the principles of openness and inclusiveness, innovation-driven development and coordinated progress, cooperation and sharing, effectiveness and benefits, and guaranteed safety. A legal system that reflects the development laws of BDS must be built with great efforts to exert its functions of guiding, standardizing and guaranteeingthe development of BDS into full play, so as to ensure the coordinated, integrated and safe development of BDS on the path of the rule of law.

According to the report, the construction of the rule of law of BDS was initiated along with the commencement of the BDS project, a key special-purpose program of China, and has gradually taken shape thanks to the implementation of the Three Step development strategy that is designed to guarantee the success of BDS. With the rapid development of BDS, progress has also been registered in the rule of law of BDS. The BDS policy and regulation system, with the national macro policies as the leading guideline and industrial and local policies and regulations as the main body, has been basically established. Enforcement of the rule of law has been deepened and advanced, the environment of the rule of law has gradually taken shape, and the role of the rule of law in promoting and guaranteeing the development of BDS has become more and more apparent.

The report also points out that the successful implementation of the Three Step development strategy for BDS is a combined result of the collective and unified leadership of the CPC, the superior advantages of the new-type state system that is capable of rallying all the power nationwide, the guaranteed superiority of the socialist system with Chinese characteristics, and the continuous advancement of the rule of law of BDS.

The report reinforces that a robust undertaking of the rule of law will pave the way to a stronger nation. Adhering to the overall development of BDS, we will depict a new chapter of the rule of law of BDS in this new era by advancing the construction of the rule of law of BDS in a systematic manner and guaranteeing its long-term and sound development along the track of China’s rule of law. A world-class BDS must be governed by the rule of law, and the rule of law of BDS will certainly escort China’s BDS to the world.
