The Release of Implementation Opinions on BDS Basic Product Certification Will Promote High-Quality Development of the BDS Industry
The BeiDou Satellite Navigation System (BDS) is a major national scientific and technological project and an important spatiotemporal infrastructure built according to the decision of the CPC Central Committee and the State Council. Its construction and operation have freed us from dependence on the GPS and other positioning systems. It has provided important support to national security and the development of our economy and society, and increasingly changed the way of people’s work and life.
On August 30, 2021, in order to further improve the quality of BDS basic products, such as chips, modules, antennas, and boards, etc. and support wide application of BDS in all fields and industries, the State Administration for Market Regulation (SAMR) issued the Implementation Opinions on BDS Basic Product Certification (hereinafter referred to as the Implementation Opinions). It aimed at creating a good environment conducive to the development of BDS basic products and promoting high-quality development of the BDS industry through the establishment and implementation of a quality certification system in this industry.
The Implementation Opinions, a national regulation on issues related to BDS basic product certification, has clearly put forward the basic principles of BDS basic product certification as “unified management, joint implementation, government guidance and market operation,” and determined to adopt a unified certification catalog, certification rules and certification mark. In accordance with the Implementation Opinions, the SAMR will strengthen the organization, supervision and management of certification, and work with relevant agencies in charge of the construction and development of BDS to strengthen the acceptance of certification results. Moreover, the Implementation Opinions also set qualifications and codes of conduct for certification bodies, and defined complaint reporting channels and regulation mechanism. Certification bodies engaged in BDS basic product certification must have corresponding technological capabilities and take the initiative to disclose certification information to the public.
As an important part of the quality infrastructure, quality certification is not only a basic system to strengthen quality management and improve market efficiency under the condition of market economy, but also an internationally accepted quality management means and trade facilitation tool.
Establishing and implementing BDS basic product certification system, carrying out certification evaluation for BDS navigation chips, modules, antennas, boards and other basic products, and encouraging manufacturers to actively apply for certification can effectively guide enterprises to establish quality awareness, enhance the supply of high-quality products and improve product quality. While ensuring wide application of BDS in all fields and industries, it has also provided important technical support for the whole country’s strategic development and the high-quality development of the BDS industry.
Next, the SAMR will actively carry out policy interpretation, publicity and implementation, encourage enterprises to apply for certification, and strengthen regulation during and after major events to ensure the effectiveness and credibility of the BDS basic product certification system.

Implementation Opinions on BDS Basic Product Certification
of The State Administration for Market Regulation
Market regulation bureaus (departments and commissions) of all provinces, autonomous regions, municipalities directly under the central government and Xinjiang Production and Construction Corps, and relevant agencies:
The BeiDou Satellite Navigation System (BDS) is independently built and operated by China. It is an important national spatio-temporal infrastructure that provides all-weather, all-day, and high-precision positioning, navigation and timing services for global users. In order to further improve the quality of BDS basic products, such as chips, modules, antennas, and boards, etc. and support wide application of BDS in all fields and industries, the State Administration for Market Regulation (SAMR) formulated the following opinions on BDS basic product certification.
1. The certification of BDS basic products shall adhere to the basic principles of “unified management, joint implementation, government guidance and market operation.” The SAMR will strengthen the organization, supervision and management of certification, and work with relevant agencies in charge of the construction and development of BDS to strengthen the acceptance of certification results, so as to create a good environment conducive to the development of BDS basic products.
2.The certification of BDS basic products shall adopt a unified certification catalog, certification rules and certification mark (see attachment for the certification mark). The certification catalog and certification rules shall be separately released by the SAMR.
3.The SAMR shall lead stakeholders from government departments, scientific research institutes, certification bodies, testing bodies, standardization bodies, manufacturers and users to establish the Technical Committee for BDS Basic Products Certification, which shall shoulder such responsibilities as coordinating and solving relevant technical problems in the construction and implementation of the certification system, studying and putting forward suggestions, etc.
4. Certification bodies undertaking BDS basic product certification activities shall be established according to law, meet basic conditions specified in the Regulations of the People’s Republic of China on Certification and Accreditation and Measures for the Administration of Certification Bodies, and have the corresponding technological capabilities to undertake BDS basic product certification.
5. Certification bodies shall undertake certification in accordance with laws, regulations, rules and basic norms and certification rules for the certification of BDS basic products, and establish a traceability mechanism to record the whole certification process.
6. Certification bodies shall comply with relevant national regulations on charging, disclose charging standards for certification and the status of validity, suspension, cancellation or revocation of the certificate, accept the inquiry and supervision of the public, and report the implementation of BDS basic product certification and the information of certified products in accordance with relevant regulations.
7. Certification clients may voluntarily submit BDS basic product certification entrustment to certification bodies. If there is any objection to the certification work and certification decision of a certification body, the client may appeal to the certification body that made the decision. Any agency or individual may report illegal acts in certification activities to the market regulation department.
8. Market regulation departments at all levels shall strengthen the supervision and management of BDS basic product certification bodies, relevant certification activities and certification results, and punish illegal acts according to law.
