The First Batch of Certification Catalog and Certification Rules for BDS Basic Products Were Issued

The State Administration for Market Regulation issued BDS Basic Product Certification Catalog (The First Batch) and BDS Basic Product Certification Rules on September 29, 2021, which introduce four major categories used for BDS navigation, including chips, antennas, modules and boards, with a total of seven important basic products. The catalog and rules define the procedural requirements for certification basis and certification implementation and ensure that the certification process and results are scientific and effective, demonstrating the accelerated implementation of BDS basic product certification.

The BDS basic products certified for the first time include: first, navigation RF baseband integrated chips; second, RF baseband integrated chips, broadband RF chips, antennas, modules and boards specially designed for BDS’s high precision; third, short-message communications SIM card for BeiDou-3 Navigation Satellite System (BDS-3) developed around the characteristics of BDS short message.

China has now gained the key and core technologies involved in BDS application and established a relatively complete BDS industrial chain mainly encompassing basic products, terminals, application systems and system services. In this industrial chain, BDS basic products, as the key building blocks for the industry self-control, have achieved leapfrog development in performance and technology with their cost performance equivalent to international mainstream products and acquired the conditions for marketization and large-scale application. The sales volume of home-made compatible chip modules has exceeded 100 million. They have been widely used in various social and economic sectors in China and in more than half of the countries and regions in the world.

The establishment and implementation of BDS basic product certification system is an important embodiment showing that market supervision service can guarantee major national strategy. According to Bo Yumin, deputy director-general of the Department of Certification and Regulation at the State Administration for Market Regulation, certification and evaluation carried out for BDS navigation chips, antennas, modules, boards and other basic products, and the encouragement provided to manufacturers to actively apply for and pass certification based on relevant standards and regulations can effectively guide enterprises to establish standard awareness, quality awareness and innovation awareness, strengthen the endogenous momentum for industry quality reform, enhance the supply of high-quality basic products and improve the modernization level of industrial chain and supply chain so as to provide strong technical support for the establishment and improvement of the high-quality development of BDS industry.

As spatial-temporal reference information, BDS can create value only if it is organically integrated with other information. Therefore, it is necessary to keep promoting cross-integration between BDS and other new technologies, including 5G, internet of things, self-driving, artificial intelligence (AI) and block chain, and expanding the connotation and extension of BDS basic product certification to make full efforts in pushing forward the effective implementation of BDS basic product certification system and establish sound ecological guarantee system for the high-quality development of BDS industry.

The State Administration for Market Regulation will continue to work with departments in charge of BDS industry to jointly establish and enhance cooperation mechanism, and improve the supply of certification system with equal importance attached to product and service surrounding the major demands for promoting and developing BDS in China. They will keep strengthening the supervision and administration of certification institutions, timely initiate and carry out effect evaluation work in a sustained way, and strive to build BDS basic product certification system as a world-renowned authoritative brand for China’s quality certification.
