Advancement of Marketization, Industrialization, and Internationalization of Large-Scale Application of BDS under the Support of Various Systems

Focusing on the major needs of China’s economic transformation and social development and targeting the advancement of marketization, industrialization and internationalization of large-scale application of BDS as the goal, the National Development and Reform Commission has planned to hoist the modernization level of the BDS industrial chain and supply chain, optimize and improve the BDS industrial ecosystem, and push forward the in-depth integration of BDS applications into the overall development of the national economy during the Fourteenth Five-Year Plan period.

Firstly, the system of industrial innovation should be improved. Breakthroughs should be achieved in a number of key technologies based on the demands for BDS applications and the basic conditions of the BDS industry, so as to forge an innovation system that is led by leading enterprises under the framework of in-depth integration of production, education, research, and application. Combined with the new-signal system and new service capabilities of the BDS-3 global satellite navigation system, innovative applications will play as a driving force behind technological breakthroughs. Moreover, the basic research and the research and development of application technologies related to the BDS industry will be conducted in a coordinated manner to substantially improve the fundamental capabilities of the BDS industry. The discipline system, standard system, and capability evaluation system in support of BDS-related technological innovation and industrial development will initially take shape, with a number of innovation capability platforms established to achieve substantial progress in capabilities such as collaborative research and development, industrial integration, and application innovation.

Secondly, an integrated application system should be established. Efforts should be made to support and encourage various industries and sectors to carry out national key strategic deployments, help establish and improve the BDS application service model featured by “industry + region,” build a BDS-based comprehensive space-time information operational management platform and application support platform, and realize the in-depth and organic integration of BDS with various applications, so as to forge new business forms and models with Chinese characteristics at international standards. The application of BDS will be promoted in fields such as energy transportation, natural resources, urban construction, ecological protection, and mass consumption to enhance the capabilities of BDS in serving economic and social development. In the meanwhile, the application demands for comprehensive scenarios will be targeted to strengthen the overall layout of BDS applications across diversified industries and different regions.

Thirdly, the industrial ecosystem should be improved. Efforts should be made to push forward the application of BDS in a market-oriented and all-out manner, continuously cut down product and service costs, improve application efficiency, encourage private enterprises to participate in the research and development of BDS application technologies, the research and manufacturing of related products, and the construction of related systems, and clarify relevant risks and responsibilities and profit margins to strengthen performance evaluation and help establish a virtuous cycle of industrial development. A number of backbone enterprises with strong innovation capabilities will be fostered to drive the formation of a group of industrial clusters with competitiveness worldwide and promote the integrated development of new business forms and models, thus helping forge a complete system of ubiquitous positioning, navigation, timing, and location services and products.

And lastly, a global service system should be established. The technological system should be advanced in competitiveness to realize the in-depth integration of BDS with other space infrastructure and guarantee a globally advanced level in the quality of navigation services. Support will be rendered for the build-up of public service platforms involving the research and development, testing, certification, and licensing of BDS applications, so as to improve the BDS global service support system. The unique advantages of BDS short messages will be given full play, and a public emergency service platform covering the whole world will be built to meet the needs including emergency search and rescue, distress alarms, etc. to provide high-quality services for users both at home and abroad.
