Promotion of High-Quality Development of the BDS Industry under Synergy of Multiple Policies

During the Fourteenth Five-Year Plan period, the National Development and Reform Commission will further improve the supportive polices for the development of the BDS industry, strengthen supervision and management in the BDS industry, and advance the high-quality development of the BDS industry by reinforcing systematic planning and top-level design and strengthening the guiding role of the government through active cooperation and coordination with relevant departments.

Firstly, master planning and coordination will be strengthened. A master planning and coordination mechanism for the development of the BDS industry will be established under the deployment of the CPC Central Committee and the State Council and the leadership of the National Development and Reform Commission to strengthen the master planning and coordinated advancement of technological research, application implementation, infrastructure construction, management of satellite frequency resources, standard formulation, intellectual property rights protection, security assurance, talents cultivation, and international cooperation.

Secondly, relevant laws and regulations will be improved. Relevant laws and regulations on satellite navigation will be studied and formulated to standardize and promote satellite navigation activities and improve the laws and regulations on the construction, operation, supervision and management of various facilities and operation platforms such as the Ground-based Augmentation Systems (GBAS), thus providing a legal basis for the application and industrialization of BDS.

Thirdly, relevant standards and norms will be improved. The formulation and revision of relevant standards for BDS applications will be sped up to form a comprehensive, scientific, and sound standards system. Efforts will be made to establish and improve a testing and certification system, as well as a quality supervision mechanism, for BDS products and services, so as to push forward the build-up of third-party testing, evaluation, and supervision institutions. The development of conformity assessment services, such as product certification, will be promoted to improve the governmental, industrial, and social certification and acceptance mechanisms.

Fourthly, the government support will be reinforced. Major projects for BDS industrialization will be organized and put into practice. Supporting policies for BDS services will be researched and issued to proactively guide social capital to provide financial support for high-growth innovation-based enterprises. Financial institutions will be guided to offer more credit aids for BDS industrial projects that are typical of dynamic driving force and a wide range to benefit on the premise of commercial independence, so as to encourage industrial investment institutions and guarantee institutions to increase financing guarantee support for BDS-related enterprises.

And lastly, efforts will be made for better publicity and promotion of the BDS industry. A white paper on the development of the BDS industry will be released to publicize the application and industrial development of BDS. Typical cases will be highlighted in publicity, with focuses on the promotion of BDS products and solutions that are technologically advanced, safe, and reliable. A BDS science and education base will be established to guide the public to understand, recognize and use BDS and enhance its social influence. Independent innovation, excellent quality, and characteristic services must be adhered to realize the in-depth infusion of the BDS spirit and other cultural connotations in the new era and forge the BDS into a globally renowned brand.
