Position Monitoring Management System of Fishing Vessels in Nansha Islands by Ministry of Agriculture

Backgrounds

China has a large number of shipping vessels, and ranks the world’s No 1 in fishing vessels with a total 1.06 million of them – about a quarter of the world’s total. However, the safety equipment on China’s shipping vessels is generally outdated, and security incidents have occurred frequently.

In 2006, China’s Ministry of Agriculture has started the construction of pilot projet -Fishing Vessels Position Monitoring Management System based on BeiDou Navigation Satellite System in the Nansha islands.

Contents

The total investment of the project is 18.65 million yuan. Project has installed BeiDou terminal equipment on more than 900 fishing vessels , established a central monitoring and managing platform of fishing vessels in Nansha Islands, rudimentally constructed a linkage mechanism between ministries, provinces, cities and counties, which provided technical support for production safety and emergency rescue of marine fishery.

The system is the exploratory application of BeiDou in the area of safe-keeping fishing vessels for the first time. It has achieved good application results. The administration departments of fisheries call the system “Clairvoyante” and “Clairaudience”, and is nicknamed “Guardian Angel” by fishermen.

Main Fuctions

  • Provide operators on the open seas with inter-vessel and land-vessel communication services
  • Provide the administration departments of fisheries with information services including fishery management, fishing vessel location monitoring and emergency rescue.
  • Provide operators with trade information services and logistic transportation information services.
  • Provide fishing vessels with services including navigating, notice sending, distress call sending, and value-added services (weather, wave forecasts, fisheries, fishing season, fishery trade, etc.).

Results

At present, BeiDou has been broadly promoted and applied in administration departments of fisheries, fishery companies and large fishing vessels and fisherman’s houses in coastal provinces and cities. The System has largely reduced the number of maritime accidents, speeded up the process of informatization in marine fishery, improved the professionalization of marine fishery production and the informatization of management, and also accumulated experience for the application and promotion of new generation navigating and positional system.
