Development Plan of National Standardization System Construction

Standard is the technical support of economic activity and social development and is the basic system of the national governance system and modernization of the governance capability. Since the reform and opening up to the outside world, especially after entering the 21st century, China's standardization cause has seen a rapid development. The standards system has taken an initial shape, with its scope of application continuing to expand, its level continuing to improve, its international influence been remarkably enhanced. The whole society's consciousness of standardization has been generally raised. However, compared to the demand of the economic and social development, there still exists a big gap in China's standardization work. This plan is formulated in order to carry out the spirit of Central Committee of the CPC's Recommendations for the 13th Five-year Plan for Economic and Social Development and The State Council's Notice for Printing and Distribution of the Reform Plan of Deepening the Standardization Work (No.13 Issued by the State Council), promote the implementation of the standardization strategy, accelerate the improvement of the standard system and raise the country's standardization level.

Electronic Information Manufacturing and Software
To strengthen the standardization work in fields such as integrated circuit, sensor and intelligent control, intelligent terminal, Beidou navigation equipment and systems, high-end server, new display, solar photovoltaic, lithium-ion battery, LED, electronic products for application, software and services on information and technology, serve and lead industry development.

Survey and Map Geographic Information
The emphasis lies in developing the standards in fields such as geographical national census and monitoring, construction and application of the surveying and mapping datum, construction and application of geographic information resources, emergency surveying and mapping, map service, surveying and management of the underground space, sharing and exchange of geographic information, navigation and location services, public service for geographic information, accelerating promotion of the security service for surveying and mapping geographic information.

Formulate a standard system plan on the new generation of information technology, build a future-oriented standard system that serves the industry, gives prominence to the key points and makes overall plans and takes all factors into consideration. Support the innovation-driven development, push forward the overall promotion of informatization level in various industries, and ensure network security and autonomous control of information safety.
Research in key technologies and formulate basic universal standards in fields such as integrated circuit, high performance electronic components, semiconductor lighting, new display, new portable power supply, intelligent terminal, satellite navigation, operating systems, human-computer interaction, distributed storage, networking, cloud computing, big data, smart cities, digital home, e-commerce, e-government, a new generation of mobile communication, ultra wide band communication, personal information protection, network security review, with the number of formulated standards up to over 1000, promote over 50 advantage standards into international standards and enhance international competitiveness. Set up a standardized public service platform for domestic hardware and software interoperability, data sharing and service, software products and systems testing, information technology service, cloud service security, office system security, national information security. Establish and implement standardized work and action plan for information technology service and set up 20 model cities (districts) of standardized information and technology service. Carry out standardized mechanism research on innovation service, promote the new mode of synchronous research and development of "science, patent, standard" and assist enterprises to achieve innovative development.
