50% of New Cars Sold will be Intelligent Vehicles by 2020, and BeiDou Services will Achieve a Full Coverage

On Jan 5th, 2018, the National Development and Reform Commission (NDRC) released the Intelligent Vehicle Innovation & Development Strategy (draft for comment), which projected that 50% of new cars sold will be intelligent vehicles by 2020.

According to the draft for comment, a Chinese standard framework of smart vehicles will be established concerning the fields of technology innovation, industrial ecology, road and network facilities, regulations and standards, product regulation and information security by 2020. Medium and high level smart vehicles will be applied in the market and fruitful results will be made in the trail operation of key demonstration areas. Smart road construction will make positive progress, the coverage of wireless communication network for vehicles "LTE-V2X" in big cities and on highways will reach 90%, and BeiDou high precision positioning services will achieve a full coverage.

By 2025, a Chinese standard framework of smart vehicles will be fully established concerning technology innovation, industrial ecology, road and network facilities, regulations and standards, product regulation and information security. Most new cars sold will be intelligent vehicles, and high-level smart vehicles will be applied in a large scale. The "person-vehicle-road-cloud" model will achieve high degree of collaboration, and new generation wireless communication network for vehicles (5G-V2X) will be able to meet the needs of intelligent vehicle development.

By 2035, intelligent vehicles based on Chinese standards will have good reputation across the globe, making China the leader of intelligent vehicles and benefiting the whole nation with a shared smart vehicle society featuring "Security, Efficiency, Green and Civilization".

The draft for comment pointed out that intelligent vehicles have become a strategic direction for automobile industry amidst a new round of rising technology revolution and industrial revolution. Developing intelligent vehicles is not only an important means to address road safety, road congestion, energy consumption, environmental pollution and other issues faced by a car society, but a significant pillar to deepen supply-side structural reform, implement an innovation driven development strategy and build a strong modernized country as well. It is of great significance for meeting the public's growing demand of living a good life.
