Shandong: will Build "A Net" of BeiDou Navigation Satellite System Positioning Base Stations

Shandong Province has built 140 satellite navigation and positioning base stations, providing sub-meter real-time navigation and positioning services, covering the land area of province and offshore waters. The province is preparing for a net of BeiDou navigation satellite system and positioning base stations, upgrading the navigation and positioning accuracy into the sub-meter level, and even the centimeter level and millimeter level.

Reporters on January 23 learned that high-precision navigation and positioning services is an important part of Shandong Province Geographic Information Industry Development Plan (2017-2025). By 2025, Shandong will focus on building the smart Shandong space-time information cloud platform, promote the integrated acquisition and application of aerospace remote sensing image data and other geographic information industries, make the total industrial output value exceed 200 billion yuan (the same below), give the leading position to the development level of integration of geographic information and related industries, and build a strong province of geographic information industry.

Qu Weigang, director of the Land Surveying and Mapping Office of Shandong Provincial Department of Land and Resources, said that the province's existing navigation and positioning base station network mainly relies on the U.S. GPS system and is compatible with Russia's GLONASS system. The technology and equipment are subject to the control by foreign countries, and more importantly, there exists the national strategic security risk. "Whether it is for security reasons, or from the perspective of providing public services of navigation and positioning base information and supporting the prosperity and development of BeiDou application industry, there is an urgent need to speed up the construction of a net of BeiDou navigation satellite and positioning base station in the province."

"In the field of public consumption, BeiDou system is forming a large-scale application, including mobile terminals applied in smart phones, a variety of vehicles dominated by cars, and it is extended to electric vehicles, motorcycles, shared bicycles, giving birth to the new model of integrated application of BeiDou +." Qu Weigang said that the high-precision BeiDou navigation and positioning services will be used in driver's license training and examinations, auto accident identification, shared bicycle fencing, UAV automatic distribution, networked driverless cars and other fields.

Zhao Peijin, the director of Shandong Provincial Bureau of Geographic Information Mapping said that the geographic information industry has a very high degree of industrial relevance and is widely used in many industries such as automobile, telecommunications and environmental protection and can also positively affect the society and the environment. He said: "For example, people could find the fastest route through the navigation system, which can save 12% of travel time, equivalent to saving 1.83 trillion yuan. Meanwhile, 5% of emission of carbon dioxide could be reduced."

Zhao Peijin introduced that during the recent 10 years, China's geomatics industry has maintained the strong growth momentum. Its output value has been growing at an annual rate of more than 20% and ushered in a golden opportunity for development. In 2016, the output value reached 436 billion yuan, accounting for 15.68% of the global output value. There were 212 geomatics enterprises listed at home and abroad and National Equities Exchange and Quotations, and more than 60 geomatics or BeiDou navigation industrial parks were under construction.
