Hunan: will Organize to Construct a Series of Civil Military Synergy Innovation Centers Concerning BeiDou Navigation

China's super computer, super hybrid rice, dynamics and control system of G-series high-speed train, low-to-median speed maglev system and other technological achievements have reached advanced world levels. During the first session of 13th Hunan People's Congress, the government work report of Hunan Province lists the "report cards" of innovation in the last five years and puts forward that it will accelerate the construction of a series of "innovation upland" in 2018.

Hunan will promote the construction of innovation base with the core of Changzhutan National Independent Innovative Demonstration Zone, improve the space planning of the demonstration zone, construct the pattern of "One Zone, three valleys and many parks" and make the zone a source of independent innovation, a place to transform technological achievements and a piece of land that pools talents. In 2018, Hunan will nurture about 15 demonstration counties that successfully commercialize research findings, support around 8 provincial level industry parks to transform into High-tech Zone and set up more than 800 new and high technology enterprises.

In 2018, Hunan Province will depend on Yuelu Mountain national technological town with universities to set up national laboratories, nurture a batch of national level enterprise technological innovation platforms, come up with some core techniques and generic technology, and construct a series of Civil Military Synergy Innovation centers concerning intelligent technology, inertial technology and BeiDou Navigation.

As an inland province not blessed with "innate" advantages, Hunan sets innovation as the hope of changing development destiny. By the end of 2016, it put forward the strategy of "Let innovation lead opening and rising", with the initial desire which targeted the innovation. In the past five years, Hunan's contribution rate of scientific and technological progress increased 3.6 percent, won a total of 94 national Science and Technology Awards and helped its GDP be listed in "3 billion club".
